Just another note - if this .art file is a file you found on the web while surfing with AOL, then it originally was NOT an .art file. AOL has an image compression "feature" that converts most web page graphics to it's propriety .art format to save a few bytes.
So, if you simply turn AOL's image compression off, delete your browser cache (temporary files), and then surf to the same page where you downloaded the .art file before, you will then be able to download the original .jpg or .gif file. This will guarantee that you're downloading an image of the same quality as the original, as AOL's conversion to .art really can mess up some images in ways that can't be fixed (even when re-converted).
In case you need step-by-step instructions on how to accomplish what I've described above, I've copy/pasted them below from this URL: http://www.electric-weddin
If you have AOL version 4 or above, you can fix the problem by following these steps:
Click on "My AOL" at the top of your screen.
Click on "Preferences".
Click on the blue icon that has a yellow "W" in it, and "WWW" under it.
Click on the "Web Graphics" tab.
Make sure that the box that says "Use Compressed Graphics" is NOT checked.
This will fix images on future sites you visit, but on images on sites you have already visited may still come up fuzzy the next time you view them. To fix this:
Click on the "General" tab.
Look for "Temporary Internet Files", and click the "Delete Files" button beside it.

hi, .art is an aol file.
if you have access to an installed version of aol, you can open it up there, and then save it out as another format.
as far as i remember, you can save to jpg, but even if bmp is teh only option (as sometiems is the case with Internet Explorer), you can always use a free package to convert the bmp to jpg :)
eg lview pro
or an old paint shop pro from www.jasc.com i think.
hope this helps :o)
