MPEG compression makes some of the movie's frames "Key Frames," which are stored in the file essentially as a normal image, and the frames inbetween key frames are described in the file based on their change from the frame before, allowing the actual frames to be left out of the file.
If you edit MPEG directly, you are unlikely to know which of the frames are 'real' - your edited file may start with an intermediary frame which can't be drawn to the screen without the key frame that it's description is based on. Your file might play alright after getting into it and past another key frame, or it might not.
To edit this file with real control, convert the MPEG into a format that doesn't compress this way. Quicktime is a good choice, but you could use other formats, too. Then you have real frames to edit, which can be converted back into MPEG. Keep in mind that you are likely to suffer some generational loss from the multiple compressions your final file has gone through.
Just download a copy of TMPGenc
go to File->Mpeg Tools and select the merge/cut tab
Load the movie then double click it to open a view window with slider. Select the bit ya want (or dont want).
TMPGenc is what is used for compiling VCD mpegs.

The way MPEGs work, usually prevents editing. Each frame builds on the previous. Eliminating one frame, fubars frames after it. Convert the MPEG to a raw MOV file for editing.
