How do I change the "DOCUMENT TITLE" at the top, to text of my choice throughout my document?
Right now I am manually changing it page by page.

webwoman is right -- there are many other editors out there that, even though they are not perfect, they can be get you much more professional work.
If you want a layout program, you can use macromedia Dreamweaver (mine and many others preffered site), or adobe GoLive.
But if you are just doing a basic website, and have no concern to really get into the vast realm of making more professional and complex work, no worries. The web is for everyone, and you can enjoy yourself with any program.
It is true that Publisher XP is a fickle program and does not do good 'code'... and in the designer realm is junk.
My advice to you is build your program how you expected, then open up the final document (which should end in a .html file like 'experts.html') in a text editing program like MS Word or Notepad that is in your PC (under accessories). You will notice an area like this:

Now, this is intimidating for someone who doesn't work with code, but it'll be painless.
Go to the line that starts like this:
<title>
and type in your title between the other tag... example - I'm going to call my webpage 'Garage show':
<title>Garage show</title>
Make sense?
That would be for Microsoft word 2000 and up that they put that script in to limit your use. However, if the webpage was created with a .doc file still, you can open it in code viewer.

If you insist on using Publisher to create web pages, you're stuck with totally static pages, no way to search/replace through them, and horrendous code.
If you use a REAL web editor, what you want to do would be easy. With Publisher, it's IMPOSSIBLE.
