I use Pinnacle Studio (http://www.pinnaclesys.com/ProductPage.asp?Product_ID=577&Langue_ID=7) to do this and love it! I spent last weekend putting together a 15 movie for my in-laws 50th anniversary using scanned photos. Great transitions, effects, etc and it outputs to VHS for sharing with folks who don't have computes, etc. The downside is the expense. You can get it without the video capture/output device for around $100.

I did a quick shareware search and found this tool (http://www.keronsoft.com/iphotodvd.html). Can't speak to its abilities but it sure sounds like a winner.

I just downloaded and installed IPhotoDVD to test it. It was easy to use, hard lots of transitions and let me add background music. It's free to try (30 days) and I think it costs $15 to buy. Worth giving a shot. (I promise I'm not related to KeronSoft at all! <g>)

I already try many of they, but fail to find I need.
Most of they are GUI app and convert JPEGs to Movie MPG.
I need a console ap to convert one jpeg to mpeg still picture
