I use Pinnacle Studio (http://www.pinnaclesys.co m/ProductP age.asp?Pr oduct_ID=5 77& Langue_ ID=7) to do this and love it! I spent last weekend putting together a 15 movie for my in-laws 50th anniversary using scanned photos. Great transitions, effects, etc and it outputs to VHS for sharing with folks who don't have computes, etc. The downside is the expense. You can get it without the video capture/output device for around $100.
