Its shareware and lets you create animated gif flags using your own BMP file. You need to register to create flag gif's with transparent backgrounds, but it's only about $20
Get painshop pro, it has an animation workshp that has a flag waving type animation on it.
The trial is free so why not try it pout then you can animate whatever you like, even make some neat ones of your own for advertisement purposes. The bonus is having the built in art program to work with the images.
Its not the best software for art but I really like the animation workshop
