You could also use Acrobat (NOT Acrobat Reader) again this is only if the designer left the text in tact, but you stand more chance of finding out this way because he may not have used illustrator but one of the many other options there is.
If the text in the PDF is not editable you still stand a chance of deleting the text which would be seen as a layer. You can then export (save as) the file to a different guide of file i.e. tiff / jpg etc so you can write your new text on top.

You can open the eps file in illustrator or freehand. I recommend that just because it:s probably what the person created it with. If they left the font in tact, you can just use the text tool and change the type or re color it.
if they generated a path from the text, you can delete the path and add new text.
get the trial version of illustrator to see what you are dealing with . as far as texturing it, you:ll need to look at the tools in illustrator, or bring it in as a raster graphic in photoshop.
