Right now, if I move the playhead further than what has been buffered, it won't play until buffering is completely done...and then instead of going to where the playhead was left - it just starts over from the beginning.
Ideally, I'd like it to work like you would expect : If I move the playhead past the buffered point...once buffering reaches that point, it starts playing from there.

It is not any bug, it is logical for progressive FLV implementation which is default for FLVPlayback component..

To achieve your requirement you must have to load the video as stream.
for that you need external support for streaming video service.
you can achieve it using Flash media server, Wowza media server or Red5 server.
But simplest implementation could be php FLV streaming..
