OH, I just read for the web. I'm sorry, I was referring to print.
For the web, you can just make a larger size of the logo, save as .png then scale it down in your html. This will keep the image from looking so blurry and will give you a transparent background. You have to make sure to have the background transparent to start with. (double click on the background layer to delete it, then save as transparent .png 24.

Illustrator should be used for logo's. If you only have Photoshop, then you can type it out, right click on the layer and "create work path". This creates a path. Then you can make a new layer, make the path a selection and fill. But you have to make the file a large size and scale down at print time for a smooth print. I think even if you scale photoshop image, it's still going to rasterize. Someone correct me if I'm wrong.
If you have Illustrator, you will "create outline" from the text and this would then be scalable.
