There are a lot of ways to make or improve a logo. Logos are useful to identify a company or a product They have to be simple, with colors that represents the product. If you need to edit a logo already made, then I think you just need to change colors and text. But if you need more than that maybe it would be easier if you start from the beginning, designing the whole thing. It would be easier because you can extract the main ideas from the original logo and add some more from your imagination. Take into consideration the size of the logo, where is going to be use and the resolution it needs. There are lots of tutorials to design a logo in whatever software your using. Photoshop is perfect for that work but you could use paint if it just needs some readjustments like size. Search under the words "logo design with <software> tutorials" and im sure you'll find what you need. Good luck!
I know I'm not directly answering the question, but altering a product logo is serious business, in that I'm certain Microsoft wouldn't be too happy with anyone tinkering with their brand.
Logos for most companies and brands typically have very strict usage guidelines. These brand guidelines are typically 10-15 page documents that outline exactly how the logo can be used, what colors it should be, what typefaces they can use and so on. I haven't seen any usage guidelines yet that allow a logo to be fundamentally altered.
For example, take the McDonald's 'M', commonly referred to as the "Golden Arches". I'm certain they they have a usage guideline document that specifies the exact shade of yellow/gold that the arches need to be. And even though blue might be a 'cooler' color, there's no way they're going to allow their brand to be diluted by allowing any of their partners or licensees to use blue arches.
So, if you're working on this in an official capacity as a Microsoft partner or affiliate, I would ask for their logo usage guidelines and confirm whether or not you can make any changes to the logo. If you can, you're probably very limited in what you can do with it.
