The key is the format that the printing service requires. If you are just copying, then any graphics package would do the job. If you are doing a true typeset, then you need printers marks. I like Corel Draw for this kind of thing..but Adobe products (Photoshop or Illustrator) will work as well. None of these, to the best of my knowledge, has a template but it wouldn't take long to create one.
If you plan to buy pre-scored cards from Avery (or another common label manufacturer), then there will be a template within Microsoft Word to handle this. Depending on the complexity, this may be sufficient.
