Replication error. Domain controllers not replicating

Basically I have 3 domain controllers in three location under one domain and forest. Now the ADs not relocating and I can not add any users and my exchange server stopped working. Below is the out out of the dcdiag command . My operation master is showing offline.Screen attached.
