GPO for Internet explorer 11 compatibility mode.

I am trying to add a site to compatibility mode in internet explorer 11 for all users.

 I have these settings in GPO:
 Turn on Internet Explorer 7 Standards Mode: Enabled
 Use Policy LIst of internet explorer 7 Sites:
      List of Sites: *.mlsmatrix.com

 I don't see this site show up in compatibility mode in IE when applied to a user. I do see other settings applied from the same GPO. Tried gpupdate many times.

Domain controller is windows server 2012 r2. domain functional level is also 2012 r2.
 Am I missing some other setting?

Are you using the Administrative Templates for Internet Explorer 11?

Wouldn't I only need to manually install them if I were using server 2003?

I think it was working all along. My method was as in solution 2 of the article but what I did not realize was that this way does not actually display the sites in the compatibility mode window.

I changed over to using solution 1 using registry settings so that it is easier to actually see that my GPO is working correctly.
