I think it was working all along. My method was as in solution 2 of the article but what I did not realize was that this way does not actually display the sites in the compatibility mode window.<br />
<br />
I changed over to using solution 1 using registry settings so that it is easier to actually see that my GPO is working correctly.

I am trying to add a site to compatibility mode in internet explorer 11 for all users.<br />

&nbsp;Turn on Internet Explorer 7 Standards Mode: Enabled<br />
&nbsp;Use Policy LIst of internet explorer 7 Sites:<br />
