IIS6 firewall problem

Im trying to set up IIS6 on Windows box 2003 for intranet purposes only. I have a self signing certificate on it and the firewall only allows traffic on on ports 443 and 990. This box is totally locked down from all internet traffic. I have followed the tutuial to set up IIS with SSL but the page continues to give a http error 404. When I browse it locally through VS2005 it works but I know that isn't actually using IIS so I'm not sure what could be wrong. Any insight would be greatly appreciated. Can I even have IIS running on a machine with no internet access?
