Page does not load graphics until after Refresh

Windows 2003 web server running IIS 6.0 and Deltek/weblogic application for time collection.

We are having an issue wherein our time collection web page does not load the graphics until after refreshing the page.  The graphics load correctly if we go directly to the web page on the server, but do not load correctly when using the redirect.

The following code shows a session ID attached to each graphic (when the page is first loaded).  After hitting Refresh, this session ID is no longer there and the page loads.  

Once a user closes their browser and opens it again, the same scenario occurs.  This is not specific to any machine, or browser or user.  Happens everywhere.

We have created a new virtual directory to no avail.  Also messed with the IUSR rights without positive results.

Here's the code showing the session ID after the .jpg.  All .jpg files are like this until the page is refreshed.
