VSS Migation to CVS

Hi,
I am on a project, and they have VSS as there repository but VSS dont work fine with RAD7.0, So now there is option if they transfer everything to CVS ( which is also Free of Cost ) .
There are lots of data on VSS, which includes codes, documents, QA details, and lots of folders and data for different applications like power builder , sybase and all...
Now Can i migrate from VSS to CVS with all this data?
How much in effort it will be in migration?
Will CVS is best solution or clear case ?
What are steps to migrate??? This is IMP....
I never use CVs so need info on it......and all steps needed...As they also want to maintain different versions of CODES on CVS.
