Trigger name for Action --> Save event issue

I have developed a oracle form with few Items. In that some of the items like First Name, lat name, Address1, Age is mandatory.I have a SAVE button to save the registration.I have written required filed validation code on the WHEN-BUTTON-PRESSED trigger of the SAVE button.t is working fike. Now the problem is if user clicks on the Action --> Save button with out entering all required fields still the form is saving. So where should i write the code , whick will make sure that user enters all the reqired fields before clicking on the save button or Action --> Save.

if I click on Save button, it is prompting me as 'Last Name is required for the Registration!'. If Go to Action --> Save i am getting FORM-40400: Transaction complete: 1 record applied and saved. Why it is happening like this?
