Can I change the product key of a OEM Server 2003 to a full copy of Server 2003? I am trying to move the server to a VMware system but cannot push to a virtual machine with it being an OEM version.

DSP/OEM licenses are usualy binded to hardware and they can not be transfered to different hardware. Although virtualized VMWare virtual machine is considered as different hardware. Usualy OEM installation will not accept other product keys.
No, but I would expect (have not tried) that if you purchase a Retail or Volume License of 2003 and essentially perform a repair install, that will "upgrade" it and it won't be considered OEM any more (Note: Upgrade version does not count - only full version and Volume License versions may work).
