Other Possibilties could include
Spyware/Virus : Scan your system with antivirus/antispyware
Missing or corrupt windows files : Run system file check : Start -- Run -- cmd -- sfc /scannow.
Reinstall IE7.

Download MalwareBytes Anti-Malware and do a scan with that. Alternatively, download ComboFix and do a scan with that. These scans are much more effective when done in safe mode.
If you are unable to install any of these files, then download again and save with completely different names. The virus running in background might try to stop installation by checking on filenames.

tools>internet options>programs>manage add-ons
disbale third party browser add-ons
apply and checl the results
if problem goes away, re-enable them one at a time to trace out the culprit
