Other Possibilties could include
Spyware/Virus : Scan your system with antivirus/antispyware
Missing or corrupt windows files : Run system file check : Start -- Run -- cmd -- sfc /scannow.
Reinstall IE7.

iexplore.exe - Application Error
I get an application error when I close out of IE 7.0.
The error says:
iexplore.exe - Application Error
The instruction at "0x027cf020" referenced memory at "oxooooobao". The memory could not be "read". Click on OK to terminate the program
How can I fix this to stop this from happening?

Download MalwareBytes Anti-Malware and do a scan with that. Alternatively, download ComboFix and do a scan with that. These scans are much more effective when done in safe mode.
If you are unable to install any of these files, then download again and save with completely different names. The virus running in background might try to stop installation by checking on filenames.
