I was reading about joomla and noted that it always accept cookies.
The difference is that I can print the value of the cookie just after loading another page

How can I do in order to set cookies in the index.php file from joomla?
I'm trying this now but only can set & print cookies for logged users.
I need to set cookies for all users (logged and also not logged users <guest>).
The aim is to save the country where our visitors does comes from
