If you want to do it through the Drupal interface then you need to install a module like WebFM http://drupal.org/project/
This solves the first part of actually getting the files onto your webserver. The second part is creating a link to the file that you have uploaded, if you have installed FCKEditor for editing the content of your pages then it has a button to insert a link to a file which will then also browse the server for the files that have been uploaded and allow you to insert that file as a link in the body of the node.
If you do have webFM and FCKEditor on your site, then make sure you configure both of them to be pointing to the same folder on the server.
The other option is to just write the HTML to the file directly i.e. <a href="/sites/default/files
