How to upgrade drupal 6.13 to drupal 6.14 on a localhost

How do I upgrade my drupal 6.13 that is installed on my desktop windows xp pro with WAMP server

I downloaded drupal 6.14 and I wonder what I do next.

Navigate to admin/reports/status, and you will be shown the Drupal version.

I tried to log into through the local host, however I am getting the following message. (I forgot to turn the site on after I did the upgrade. - How can I fix this?

The mysqli error was: Can't connect to MySQL server on 'localhost' (10061).

Well, since Drupal cannot connect to MySQL, you won't be able to log in anyway.

Is MySQL running on localhost?  If so, check the settings.php file (sites/default/settings.php) to be sure that the MySQL database connection string contains the right server name, username, password, and database name.
