There is also this file which seems like it could hold some answers.
Do I need to edit something here?
com_users/views/login/view.html.php

If you can get access to the entire com_user folder from a joomla download that may be better, but this is what I have so far.

I got so excited thinking YES, this definately has to be IT!
But NO, its still there.
This is unbelievable.
Here is the default_login.pho code as it stands now

<?php defined('_JEXEC') or die('Restricted access'); ?>
<?php if(JPluginHelper::isEnabled('authentication', 'openid')) :
		$lang = &JFactory::getLanguage();
		$lang->load( 'plg_authentication_openid', JPATH_ADMINISTRATOR );
		$langScript = 	'var JLanguage = {};'.
						' JLanguage.WHAT_IS_OPENID = \''.JText::_( 'WHAT_IS_OPENID' ).'\';'.
						' JLanguage.LOGIN_WITH_OPENID = \''.JText::_( 'LOGIN_WITH_OPENID' ).'\';'.
						' JLanguage.NORMAL_LOGIN = \''.JText::_( 'NORMAL_LOGIN' ).'\';'.
						' var comlogin = 1;';
		$document = &JFactory::getDocument();
		$document->addScriptDeclaration( $langScript );
		JHTML::_('script', 'openid.js');
endif; ?>
<form action="<?php echo JRoute::_( 'index.php', true, $this->params->get('usesecure')); ?>" method="post" name="com-login" id="com-form-login">

Just as a test aswell, I added some text on this page, and it didn't show up on the page either.
So its obviously coming from somewhere else??????/

Which page is it reading?

I changed my template, and then all the changes I had been making come through.
