Live Cycle Designer how do i set security to allow modifications in acrobat pro

I've created a dynamic Report card form which is prepopulated with student data from a DB4 file.   I am so far successful, when I open the form in Acrobat Pro, I can then save it, and the prepopulated data is saved.

This form needs to have the unpopulated fields remain interactive (which they do), also the person receiving the form needs to be able to move pages around, delete pages, or add pages (merge) (which is restricted). Currently I have not been able to change the security settings on the form.  When I change them in Acrobat, I can temporarily (and not always) get delete privileges for individual pages.  But I can't save the form, I have to use Save As.... and again all modification privileges for the form are revoked.

I don't know if I am doing something wrong.   I create it in livecycle designer 8.2.1.4.. with the data connection.  I just save it.  and open up in Acrobat, I select yes to connect to the database and save it as a different file name.  The new file contains all the data I need, so the next time I go into that form, I select no for connect to database and the form, is intact (but no modifications allowed).  Is this the way I'm supposed to render the form?  

Are there setting within designer that will allow me to override permissions in Acrobat?  I'm really new to javascript and the whole process and it has taken me eons just to get the form to work.  I can only make it work (with database connection, if I use Stefan Cameron's form as my base, don't know why, but, can't ever make it work from scratch).

If anyone can help - greatly appreciated...
