Some Organizations preferred mail send prohibition for new or assistants staff to outside world from their organizations but can communicate within organizations users only. Mine is also one of them. So you can achieve this target in a very easy and simple way:-

Microsoft Exchange Server-2010 have a very simple and easy way to set these type of permissions on user as all of you know that exchange server 2010 has come with lots of new features and capabilities .
So friends let me shows you haw can we block a user to send mails to outsiders from internal organization
We can do it by simply creating Transport rule…
To create transport rule  open Exchange MMC and go to organization configuration->Hub Transport->Transport Rule
Click on create new transport rule enter rule name and descriptions(Optional) and make sure Enable Rule is selected

Click next
In conditions select first options “From People” and then click on from people and select that user which you want to block sending mail and after that click on next…

In Actions select “Send rejection massage to the sender with enhanced code” and “Delete the massage without notify anyone”
you must specify rejection massage and enhanced code this is to notify the user why he is not able to send mail or getting bounce message. For More details visit:- http://technet.microsoft.com/en-us/library/aa998315.aspx
click on next

In exception Select “When the massage is sent to people”  and select here all of users of your organization so that user can communicate within organization

Note: – if you will not add the exception the user will not able to send the massage within organization also.

Click next->next->new-> Finish

You have done. Now that user only send the mail within your organization if he tries to send mail to outside he will get the bounce massage which you have set in rule.

Cheers !
