Provide a html template for outgoing emails

Hi,

I am interested in allowing all users to have the option of using a html template to start their emails, preferably by default.
This hopefully will have a compony logo and disclaimer at the bottom.

Is this possible with MS Exchange and how would I go about doing it, also is it possible to provide footers for text based email?
