We have many remote users that use VPN to connect to the network and transfer files, do email, etc. Lately the VPN keeps dropping out for some reason and all most the users really want to do is get their email. Question is how do I set up the server so that users can get email remotely without having to use the VPN. Also, if there is security risks or anything like that with your solution please mention them.

If you want users on the Internet to be able to use Outlook MAPI to connect to your Exchange server, you need to open up RPC (port 135) from the Internet to your Exchange server. This creates a rather substantial security risk. Without VPN, I would encourage you to use other access methods, such as IMAP, POP3 or OWA, which are much more secure.
This really depends on your users' needs. OWA would be the easiest to setup and your users could access their mailbox from any PC with a browser. I have found that some users don't like using the OWA as their primary email client. If this is the case in your environment, I would recomment you use IMAP4 with SSL. This will provide the most features, other than Outlook MAPI and by using SSL, it will be an encrypted connection.

What client(s) do you want your users to be able to use? The most secure method without a VPN would to place an Exchange server in your DMZ and allow your users to connect with IMAP or OWA over SSL.
