You can check your relay settings with the Exchange System Manager (ESM) by drilling down to your servers SMTP protocol settings and getting the properties of the default virtual server, go to the Access tab and select the Relay button near the bottom, the "Only the List below" option should be selected, and near the bottom the "Allow all computers which succesfully authenticate to relay, regardless of the list above" box should be checked.
I have configured a MS Exchange Server 2000 for my parent Domain, which is running smoothly (in the domain, outgoing, incoming). I configured the same server for mailing facilities for a Child domain and it is working in the parent & child domain. Out going mail is delivering but mail from out side of the domain is not reached and an error is giving while returning the mail:

What version of exchange server are you using? what OS is it running on? Have you configured outlook to authenticate to the server when sending SMTP mail? Exchange 2000 by default will require authentication before allowing you to send email through it, unless it's destined for a mailbox on that server (or that exchange org).
