Exchange 2003 attachment size limit

I have several users complaining about not receiving emails with attachments.  Things seem to be working fine with small files, but anything over 2MB it seems is not coming through.  I checked my SMTP relay, it is not that.  Where in Exchange could this setting be?  I am using Exchange 2003.

This message is larger than the current system limit or the recipient's mailbox is full. Create a shorter message body or remove attachments and try sending it again

When the very first Exchange 2003 server is installed into an organization, the Sending Message Size and Receiving Message Size will be set to 10240KB (10MB) if the value is not currently set. This also means that on upgrades from E2K or reinstalls of Exchange 2003 (including build to build) the global message size restriction will be set to 10MB if it isn’t already set. If the message size restriction is already set to a particular value, then that value will be preserved. You can find these limits in ESM, under Global -> Message Delivery -> Defaults

I forgot to mention that if you are setting your restrictions on the SMTP connector you should not set them on the SMTP Virtual Server. The protocol size restriction is meant to reject messages on boundaries with other e-mail systems. (Which is stated in Q 322679). It is much better to control your configuration through Global settings and the SMTP connector. There are some other known issues such as OAB does not replicate if you set a message size restriction at the transport level (Q 326154).
