SMTP Server not responding

Exchange 2003 SMPT is not responding. on the machine i type

"telnet localhost 25" and don't even get any connection, telnet just says there is no server at that address.

What's wrong. I checked the SMTP proptocol on the server in the exchange management program and it's all set up correctly.

What should i check? What am i doing wrong?
