Exchange Server System Attendant will not start

Our Windows 2000 server started behaving very stange recently.  It was locking up and not responding to most commands.  I couldn't browse the internet, install programs, look at network properties, start or stop services, shutdown, etc.  During this time I could open outlook on the server and email worked fine.  If I opened outlook on a client pc you could read all the headings of the messages, but outlook would lock up and not display the message body.  

I tried a ton of different things to get the server stable again.  Ran chkdsk, eseutil, safe mode, replaced drives, switched the memory, ran norton, reinstalled windows.  All of these things produced the same result.  The  only time the computer worked okay was when it was in safe mode.  Safe mode with networking did not work.  I eventually turned off all services and began turning them on a few at a time.  When i did this the server worked normally.  Unfortunately I was unable to start the exchange services again.  I reinstalled exchange over top of itself and the same thing happened.  When I go to start the System Attendant it says that it couldn't start and didn't return an error.  Below is what the event viewer has.  All the things suggested by the microsoft article seem to be working fine.

It lists your error exactly. Have you followed the steps in this article?

One thing that i just noticed...... is that WINS is also not starting automatically.  When I try to start it manually it says Error 2:  The system cannot find the file specified.

Check a couple of things:
- did you install outlook on the exchange server?
- Did you reapply all servicepacks and hotfixes for exchange?
- Did you apply all servicepacks and hotfixes for windows?
- Is the computer account for the server still in the Exchange servers group?

I fixed the problem with the MSExchangeSA?  It had to do with low disk space.

However exchange still doesn't work.

When i go into exchange manager and try to mount the stores i get this error: An internal processing error has occured.  Try restarting the exchange system manager or the microsoft exchange information store, or both.

If the database is truly no longer available and no longer required, please contact PSS for further instructions regarding the steps required in order to allow recovery to proceed without this database.

The priv1.edb database is still there.  It suggested that I run eseutil /r /i..... however I am unsure of the correct syntax to use to run it.  What is the logfile base name that i should use?  How do i know where directory has the log files, system files, and database files?
