Unable to create an offline address list

I recently upgraded from Exchange 2000 to 2003.  The first hint of of problem was that outlook users are not able to view recent changes.  I am well ware of the issues around cached mode and the time lag required to propigate Exchange items - I want to keep using cached mode for the Address Book.

Exchange is unable to create the default offline address list.  I get these errors:

It appears that the issue may relate to replication so I attempted to manually start replication of the public folders and got this error:
You may not send changes. Either there are not enough replicas or you don't have permissions to the public folder stores.

In ESM, go in to the Offline Address Book folders and check each type has a server listed on the replication tab. Even if you only have one server it should be listed. Adjust any that don't have a server listed.
Wait 30 minutes or so for Exchange/AD to catch up then force the OAB to rebuild.

There is only one folder there OAB Version 2, isn't there supposed to be 2 (the other being OAB version 3a)?

When I click on the OAB version 2 file the right pane shows tabs (the replication tab does not show any servers, but the status tab shows the server name - that is has been accessed to day, but tha the last update was a very long time ago).  But if I right click the OAB version 2 folder then select properties there is a replication tab there as well - it does list the server.
Every folder under OAB, including the OAB master folder needs to have the server listed in the replication tab. None of the replication tabs must be blank. As there is no replication listed the OAB isn't being generated. Once you have added the replication, leave the server for about 30 minutes to catch up, then go in to Recipients, Offline Address List and choose "Rebuild".

OFFLINE ADDRESS BOOK
     /o=XXXXXXXXXXXX/cn=addrlists/cn=oabs/cn=Default Offline Address List
          OAB Version 2
On the node above OAB Version 2 ,
I added the server to the replication properties (it was already listed on the OAB Version 2 folder).

After a wait, a rebuild of the Offline Address Book, and Download of the Address Book (in Outlook 2003) it appears to be working correctly.

I assume it will propigate correctly to other users within 48 hours.
I did get a strange error in Outlook during the interviening time (outlook to exchange communication), so I will give it a little time to make sure it does not continue.

I accepted the wrong post - but thank you for the help!  Changes have posted to other users and I am no longer getting the strange error I received for a sort while before rebuilding the OAB.
