Outlook 2003 (local cache) bahaving incorrectly with Safenet Virtual Adapter

Main dish
We have Outlook 2003 Exchange clients (local cache profiles) incorrectly doing full synchronizations including attachments on modem lines. We use the option “download headers only on slow connections”

We get our DNS information from the trusted network via the Safenet Softremote Virtual Adapter 9.0.3. (VPN client)  This adapter always reports a connection speed of 10,2 mbs. Is it possible that Outlook is using this dialup network connector speed and not that of the modem connection to determine the line speed?

Dessert
Is there an Outlook startup switch I could use for remote clients that forces a download headers only option? Then I could have one desktop link for fast connections and a second one for slow connections.
Is there the possibility of spoofing a slower connection speed for the virtual adapter? The 10.2mbs is also spoofed.

This problem is giving me indigestion. I would appreciate any tips.
