Global Address List does not refresh

i make changes to users or contact list on Exchange Server 2003, it is however the changes do not take effects in Global Address List on all users Outlook. do i need to restart the exchange everytime the changes are made to get this working or are there some tricks to it? it seems to me restarting does not make sense.
