Can't do a Send As using Outlook 2003

I am using Exchange 2000, sp3. I set up a user to have Full Mailbox Access to a particular mailbox so they can open it up and view the messages. The user is trying to forward one of these messages in this mailbox to someone else using the mailbox name in the From field. Basically doing a Send As. It doesn't work and the user gets the message below:

You do not have sufficient permissions to perform the operation on this object. Please contact your administrator.

The user has Full Access to the mailbox and I also gave her Full Control to the AD object using the Security tab. What am I am I missing?
