Public folders is the way that I prefer to do it.

Major drawbacks is that you cannot use the information to email from OWA and to use it as an Outlook address book means a per user setting.
However I think that the manageability of the contacts that it provides outweighs those disadvantages. Once the Outlook Address Book setting has been made it doesn't require much administration from the network admins.

You could use public folders, which is accessable to everyone. You can then set specific rights so as to add all the contacts you need and let the users add contacts to the public folder. You can also set it so they can only add and modify only what THEY put in and nothing else.
