Is there a means to import the changes into the directory? The new addresses would be imported as an alternate internet e-mail address. As the new addresses are rolled out, the mailbox will be updated making new address the primary internet e-mail address.

There's no limit to the number of addresses you can assign to users. For example my current employer has a head office in the UK with .co.uk and .com address for every member of staff. We also have an office in Ireland, so those staff get .ie addresses in addition and those are set to the primary.
When you do decide to remove the old addresses, the easiest way to update your user accounts will be to run ADModify, which can be found on the internet.

This is easy to set-up. Run Exchange System Manager on your Exchange 2000 server and expand recipients and recipient policies. Highlight the default policy (lowest) and choose properties. The mail filter rule should be (mailnickname=*) . Go to the e-mail address tab and click on new to add a new address template. As you will see from the existing rules, there are specific variables used, such as %g.%s@mycompany.com. If you are happy, then set the address defined by the new rule as the primary address. Choose OK. Then, right click on the policy and choose apply this policy now. If you check your users under AD USers and Computers, you will see they have a new e-mail address.
