I'm having trouble installing Exchange 2003 Enterprise Edition on a network with 4 Windows 2003 servers. The old Exchange server crashed. We removed all references to Exchange following MS KB articles.
In reinstalling the new server, we run into the error:
"You must be an Exchange Full Administrator at the organizational level. You must use an account that has been granded the Full Exchange Administrator role on the Exchange organization using the Excahnge Administrative Delegation Wizard"
Interestingly, I read an article here that said that Domain Prep would not run unless Forest Prep had already been run. So I ran Domain Prep to see if it would complain, but it did not, so I thought that perhaps the schema extensions were still around from the when the old server extended the schema and we were not successful in removing them. But when I moved on to install Exchange itself, I got the same error except for "The component Microsoft Exchange Mesaging and Collaboration Services". So aparently that was not true.
Next step was to try the Delegation Wizard. Since there was not yet a working Exchange server I had to run the main Exchange installation, choose custom, and install only the administrative tools so that I could run Exchange System Manager. The installation did complete, but it warned me "Setup detects that your Active Directory schema has not been extended for use by Exchange 2003. Some exchange system manager functionality will not be available until setup is run with the /forestprep switch.
I could then run System Manager, and it did see the organization. I right clicked and selected "Delegate control..." which started the delegation wizard. I clicked Next and saw that MYDOMAIN/ADMINISTRATOR was already in the list and was listed as Exchange Full Administrator. So that doesn't seem to be the problem.
Just to be sure, I moved all FSMO roles to this server, so I know it's the schema master (although I read that it just has to be in the same domain).
In Active Directory Computers and Users I verified that the Administrator account is a member of Schema Admins, Domain Admins and Enterprise Admins.

These groups did, indeed, exist (I assume from the earlier installation) but the new server was not yet a member of them, so I added it.
DCDiat and NetDiag show that everything passes.
