Internal Email Only Exchange 2003

Hopefully this is an easy question.  Im running Exchange 2003 in a Windows 2003 Domain.  I want to setup some users that can only send and recieve email internally.  I figured out how to block incomming email but i can't stop outgoing email.  I checked the accept from authenicated users only box which killed external email from getting in but they can still send outside the plant.  Any help would be appreciated.

simple solution, block port 25 external outgoing from your exchange server.
