Open another user's mailbox FULLY

I've got a client and they need to be able to open another user's mailbox - FULLY.  We've gotten it to the point where the owner can open the other users mailbox and see any folder they've been given permission too.  Yet, another of the admins can open the mailbox and see EVERYTHING.  I've done this before, but of course, never recorded the steps.  Anyone able to tell me how to do it - without setting individual folders permissions in Outlook side.  Again, I know it can be done... maybe you have to be an admin or something... but that's not a problem if that's the case... I just need to know where to complete all the settings.

go into the users account(the mailbox you want to share) in AD-properties-exchange advanced -mailbox rights add the user in there make sure to give full control rights

In AD Users and Computers, in the properties of the mailbox user, go to the Exchange Advanced tab, click Mailbox Rights, and add the user with Read Permissions and Full Mailbox Access.

Sorry, I meant to post this comment earlier, I selected poweruser32's posted link because it was EXACTLY what I was looking for from a source (Petri) I generally trust and recommend myself.  I considered selecting his first comment, because technically it was accurate, but the link provided such good detail and an easy reference, I decided that was the BEST answer.

And sorry hypercat - obviously you were correct too, but poweruser32 provided essentially the same information a minute earlier and I gotta go with the first poster and subsequent link.  Thanks for trying though.
Any idea how to do this in Exchange 2k7?
