Exchange 2003 OMA Using SSL Application Error Log Throws 1503 / 403 Forbidden Error

Hello,

I have exchange 2003 sp2 running on windows server 2003 sp1. We have ssl running on OWA and IIS and OMA.

I am getting errors when I try to sync a Treo 700w Verizon using active sync. Here is the application log error.

An unknown error occurred while processing the current request:
Message: The remote server returned an error: (403) Forbidden.

At the same time I am getting a error message in the security log to this effect.

Anyone have any clue as to what this is? It seems simple but we have been working on it for a whole night. We have read about 50 posts describing step after atep and they just dont work or they sound like they arent applicable to this situation. We are in the process of getting a cert from a trusted authority but I am not sure if that will work.

Please help.
