Outlook Exchange send error

I have a user reporting that occasionally Outlook will stall sending messages.  Messages will continue to come in, but once a single message stalls all messages just sit in the outbox until Outlook is restarted and then the user must go into the outbox and right click on each message and choose Send.  I had the user enable logging and below is the portion of the log that speaks of the error, but I can't find anything in Google about it.

I've done a full reinstall and now have a second user indicating they have this problem, so it's on the server end.

Why would I rebuild the profile when it is obviously not a problem with the profile?  The chances of multiple profiles developing the same issue on different machines at basically the same time is not really likely.

It is not a persistent issue, but it does happen with multiple accounts and machines, as the day has been going I've been hearing about more users having the problem (over 50% now).  My guess is that most (if not all) of the users have seen these symptoms but everyone kept quiet about it until the first one spoke up.
Do the errors in the log not tell you anything?  I couldn't find anything on the search engines I tried, but I was hoping someone here might have seen it elsewhere.
I'm up to 61 of 78 users so far, just over 75%, that are saying that they have seen this at least once in the last 2 weeks.
I deleted the user's outlook profile from their machine and rebuilt it and the user is still having the problem.
