I've done a full reinstall and now have a second user indicating they have this problem, so it's on the server end.

Browse All TopicsI have a user reporting that occasionally Outlook will stall sending messages. Messages will continue to come in, but once a single message stalls all messages just sit in the outbox until Outlook is restarted and then the user must go into the outbox and right click on each message and choose Send. I had the user enable logging and below is the portion of the log that speaks of the error, but I can't find anything in Google about it.

If it was a server problem then ALL users would have the problem.
Rule number one with Outlook issues - does the problem follow the user to another machine.
If it does, then there could be an issue with the mailbox - but I doubt it is with the server.
If it does not, then the issue is with the client machine.
In my experience, it is an issue with the client machine unless it is affecting ALL users.
Simon.
It is not a persistent issue, but it does happen with multiple accounts and machines, as the day has been going I've been hearing about more users having the problem (over 50% now). My guess is that most (if not all) of the users have seen these symptoms but everyone kept quiet about it until the first one spoke up.
