Exchange 2000 Info Store stuck "Starting"

Exchange 2000 sp3 loaded on Windows 2000 sp4 domain controller.

Everytime we reboot the server, it takes about 15 to 20 minutes to come back up.
Checking the services shows that the Exchange Information store service is stuck on "starting"
I found that the only way I could get it to start was to disable the iisadmin service, reboot (comes back up quickly), then manually start all iis and exchange services.  I havnt tried just disabling just the infostore service and turning back on (ill try that tonight)

Has anyone seen this before or have any suggestions on how to correct this?
