You can have two exchange servers in one administrative group yet place them in two different routing groups.It appears that your installation of the new exchange server is not healthy.Do one thing.delete the SMTP virtual server instance,or disable it for safety.Create a new smtp virtual server instance,give it the same port (25).and then try to create a routing group connector with this new VS.
