the folders are not in the inbox, and there is no option to open them after granting the new user full access. When I go to file - open - other users folder thes folders in question are not available.

I want to move the entire structure to another user. Exporting to a .PST doesn't seem to work at all.

On the Tools menu, click E-mail Accounts.
Select View or change existing e-mail accounts.
Click to select the name of the account you want to change, and then click Change.
In the Exchange Server Settings dialog box, click More Settings.
On the Advanced tab, click Add.
Type the name of the mailbox you want to add, and then click OK.

The following is based Outlook 2003, for the purposes of explanation I will use User1 (as User Account with Inbox Issue) and User2 (the account you want to give access and move files to)
Assuming you have already configured User1 to allow "Full Mailbox" access to User2
1. Open "Outlook" for User1
2. Select "Tools" then "E-mail Accounts..."
3. Select "View or Change existing E-mail Accounts" and click "Next"
4. Under "Outlook processes e-mail for these accounts in the following order:" select the "Exchange (Default) account and click "Change"
5. Click on the "More Settings..." button
6. Select the "Advanced" tab and click "Add.."
7. Type in the mailbox name for User2 then click "OK"
8. Click "Next" then "Finish"
9. This should now allow you to see both Mailboxes in the Folder List, from here you should be able to drag the folder from one mailbox to the next. If this doesn't work, confirm your Exchange Permissions in "Active Directory for Users and Computers"

I am surprised that PST file didn't work.
The only other way that would work is to give one of the accounts full mailbox access and then open it as an additional account. With both accounts open you should be able to move the items between the folder.
