In this solution have worked but n my customer have this problems about more 70 mailbox account. how to do this step for all account by no need edit user per user in AD.

If you look in the Exchange Management Console / Recipient Configuration / Mailbox, at the properties for the user with troubles, does their "Recipient Type Details" indicate "User Mailbox" or does it indicate "Legacy Mailbox"? If it's Legacy Mailbox, check http://support.microsoft.c
In my case, this problem arose because a user had previously been a Domain Administrator, and so his AD account's permissions inheritance had been disabled. To fix this:
1. Launch AD Users and Computers
2. View / Advanced Features
3. Go to the user's properties, to the Security Tab
4. Click "Advanced" for special permissions or advanced settings
5. If the "Allow inheritable permissions from the parent..." box at the bottom is not checked, then check it, and OK your way out
6. Force replication in AD Sites and Services
7. Have the user retry OWA
