Recipient Policy adding 80 email address with new user

We currently have a email server hosting roughly 80 differnt domains for different companies.  Lately everytime we add a new user it is adding ALL 80 email addresses.  It used to not add any except for the X400, which is what we want it to do.  We want to just create a user then add the Email addess ourselves.  I cannot find the setting anywhere.

Any help would be greatly appriciated.

We are running Exchange 2003 on Server 2003
