So I used this fix and it works perfect however I have 1300 users in my domain, how can I assure it will fix all of them?

Had the same issue. The below resolved it.
1) Open ADUC
2) Enable Advance features from the View Menu
3) Find the user and click Properties, go to the Security Tab
4) Click the Advanced button
5) Check the box next to "Inherit from parent. . . "
6) Click Apply and OK 2x
Once everything syncs the user should be good to go.
