Info store needs manually restarting after rebooting 2003 exchange

Exchange 2003 with Exchange SP2

On 2003 domain,
2003 Server with SP1
Importantly this exchange is sat on a 2003 DC which is also GC as well (not my doing I may add).

The exchange works fine giving very very few event errors if any,
However if I need to reboot it for anything what so ever I always have to manually restart the Info Store as it never restarts of its own accord.
The event ID is always the same one:

The info store starts ok manually, however its bugging me that it needs a manual start of the info store.
Ive checked for the above event ID and the above error 0x8004011d, on this site and event id and MS and ms exchange etc etc and all posts seem to relate to problems with the above event being posted every 25mins in the event logs or something slightly differant, I cant seem to find any posts that relate to this event only happening on a reboot.

Its binding to itself for polling as its a DC and GC.
Ive checked the "Manage auditing and security logs" privilege is set and it is.

There is a lot of suggestions for this error however as I dont seem to be able to find too much on any that relate to the event only occuring after a reboot I wonder if anyone may have any suggestions as to why this ONLY occurs after a reboot and a simply manual start of the info store brings it back online with no more events to indicate what may be causing this.
