How can I create a global rule on exchange?
I was wondering if I can create a rule that will applies to everybody's outlook, all I need is to filter the a content and move it to a different folder.

There is no mechanism in Exchange that creates rules.
All event sinks could be described as third party, but you may have to get one created for you.
