Exchange distribution list saturates internet connection

We have sent almost 20 mails to a distribution lists (over 200 users per mail) and our ADSL line has gone down (very slow or stopped)
if we disable the outgoing mail queue we can navigate to internet without problems.

What do we have to activate to let this 20 mails to be delivered with an assigned bandwith limit?, or how to make exchange to deliver only one mail at a time?
